UPON hearing the counsel the Court made the following O R D E R Ld.counsel for the respondent No.26 has already filed the counter affidavit but he has failed to file the vakalatnama. Therefore, the counter affidavit filed by him on behalf of the said respondent is taken off the record. However, service of respondent No.26 is deemed as complete as matter pertains to Environment and the counter affidavit is executed by the Dy.Secretary, Environment Department, Govt.of Meghalaya. The petitioner-in-person has failed to file the affidavit in proof of dasti service of notice issued to the respondent Nos.2, 9, 11, 16, 17, 20, 21, 23, 30, 33 and 37, despite opportunities given.
