The petitioner alleges encroachment over land of Gram Sabha in Khasra No. 268 admeasuring 0.1840 hectares, Khasra No. 62, 269, admeasuring 2.3870 hectares, Khasra No. 73Ma, 286, admeasuring 0.6460 hectares, Khasra No. 285, admeasuring 0.1180 hectares and Khasra Nos. 70Ma, 71Ma, 123, 188, 189, 287, 451, 482, 488, 297, totalling an area of 5.445 hectares, situate in Village Tawli, Pargana Baghra, Tehsil Sadar, District - Muzaffarnagar. However, it is not at all pleaded in the writ petition as to who committed all this widespread encroachment.

In the absence of encroacher's name being disclosed and the said persons being impleaded as parties, this petition cannot be entertained.

Learned counsel for the petitioner shall take steps to implead those whom he claims to be encroaching public utility land, within two weeks.

Lay this matter as fresh before the appropriate Bench on 05.01.2021.

This matter will not be treated as part-heard or tied up to this Bench.
