Having regard to the averments made in page 'B' of the appeal paper-book, we leave it open to the appellant - Chapra Nagar Nigam, Chapra [Earlier Chapra Nagar Parishad]/the Municipal Commissioner to move an appropriate application/petition before the National Green Tribunal by way of review. If any such application/petition is filed, the same will be considered and decided in accordance with law. We express no opinion either way on merits

It will be open to the appellant – Chapra Nagar Nigam, Chapra [Earlier Chapra Nagar Parishad] to file a fresh appeal impugning the order dated 18.10.2021, if required and necessary.

In view of the aforesaid order, we do not pass any order on the application for condonation of delay.
