3. No case to interfere with the impugned judgment and order dated 28.08.2023 and 15.09.2023 passed by the High Court of Judicature at Madras is made. The special leave petitions are, accordingly, dismissed.

4. However, the liberty granted by the High Court in paragraph 6 of the impugned order shall be available to all the legal heirs of the expropriated land owner, as it appears that the inter se dispute between such legal representatives can be adjudicated by the Reference Court only.

5. All pending applications, if any, stand disposed of.
