As per office report dated 11th April, 2018, service of notice is complete in respect of respondent No.1 but no one has entered appearance. Service is not complete on respondent Nos. 2 and 3.

Since no one has entered appearance on behalf of respondent No.1-Union of India, liberty is granted to serve respondent No.1 through Central Agency Section of the Supreme Court and respondent Nos.2 and 3 through the learned Standing Counsel for the State of Assam.

List the matter after two weeks.
