UPON hearing the counsel the Court made the following O R D E R

Pursuant to the order dated 20th April, 2017, by which this Court directed the Registry to serve a copy of that order to all the standing counsel of different States/Union Territories, it appears from the report of the Registry that the service has, in fact, been effected. However, no State has so far entered appearance except the States which are parties in the Civil Appeals before us.

In the circumstances, we deem it appropriate to give one more opportunity to all the States to enter appearance and make their stand on the question raised in these matters as indicated by this Court earlier.

We, therefore, direct that these matters be listed on 21st November, 2017.

In the circumstances, whether the States/Union Territories propose to appear or not, to participate in the debate in these matters, we deem it appropriate to direct the respective Chief Secretaries of these States/Union Territories to make available to the learned Attorney General, set of rules, if any, existing in their respective territories regarding the allocation of land for the residential purposes in their respective capital cities and other metropolitan areas in those States on or before the 5th October, 2017. The Registry will serve a copy of this order to all the Chief Secretaries as indicated above within a week from today and also serve a copy of this order to all the standing counsel representing the various States/Union Territories.
