The matters above mentioned were listed before the Ld. Registrar's Court on 15.07.2015, when the following Order was passed:

" Mr. Ronak Karanpuria, Ld. Advocate has appeared on behalf of the respondent. He seeks and is given four weeks time to file the vakalatnama and the counter affidavit. List again on 22.9.2015."

It is submitted that no one has put in appearance on behalf of the sole respondent (State) till date despite four weeks time granted to the Counsel appearing on behalf of the State to file Vakalatnama & Memo of Appearance and Counter Affidavit.

It is further submitted that pursuant to Ld. Registrar's Court Order dated 25.03.2015, Counsel for the petitioner has not taken fresh steps for issuance of show cause notice to unserved sole respondent by filing spare copy of SLP till date despite four weeks' time granted by the Ld. Registrar. However, Mr. Y.P. Dhingra, Advocate has on 18.02.2014 and 13.11.2014 filed proof of service of SLP Paper Books on Dr. Monika Gusain, Standing Counsel for the State of Haryana.

The matters are listed before the Ld. Registrar with this office report.
