Learned counsel for the parties have addressed their submissions only on the question as to whether judgment of this Court in State of U.P. v. Preetam Singh & Ors. [(2014) 15 SCC 774] be referred to a larger Bench for re-consideration specifically the opinion of the Bench expressed in para 16 of the Judgment that the directions issued by the State of U.P. in the orders dated 13.09.2005 and 12.07.2007 were beyond jurisdiction.
