Learned Judges of the High Court while disposing of the petitions, in the penultimate paragraph have observed that if for any reason, the petitioners have some grievance, they can make appropriate representation before the competent authority.
In our view, the aforesaid observation of the High Court would be more than sufficient for the petitioners to approach the authorities by bringing

to their notice their specific grievance. If such representation is made within one month, the authority will consider the same within two months thereafter in accordance with law and in accordance with the various circulars/notifications issued from time to time.
The special leave petitions are disposed of accordingly.
As a natural corollary of the order passed above, all pending applications, if any, are disposed of.
