The Writ Petition was listed before the Court of Ld. Registrar on 19.02.2016 with office report dated 18.02.2016, when the following order was passed:

"Respondent no. 2 has not filed counter affidavit despite last opportunity having been granted. As such, further opportunity is declined. Four weeks time, as last opportunity is granted to respondent nos. 34 and 14 for filing counter affidavit. Respondent no. 7 has already filed counter affidavit. List again on 04.05.2016."

It is submitted that pursuant to the aforesaid oder, Ms. Sushma Suri, Advocate has on 10.03.2016 filed counter affidavit on behalf of respondent no. 2. Mr. C.D. Singh, Advocate has on 31.03.2016 filed counter affidavit on behalf of respondent no. 9 (State of Chhattisgarh). No counter affidavit has been filed on behalf of respondent nos. 14 and 34.

It further submitted that no counter affidavit has been filed to the application for impleadment as per the order dated 09.04.2016 of the Hon'ble Judge-in-Chamber.

Service of notice is complete in the writ petition.

The office report regarding counter affidavit is listd before the Court of Ld. Registrar.
