In view of the reasons stated in the application seeking permission to permit the applicant-petitioner to serve the unserved Spondents by means of substituted service.

Having regard to the reasons stated in this application, this application is allowed. The petitioner is permitted to serve notice on Respondent Nos.1 and 2 in TP (C) No.1371/2012 by way of publication in the daily newspapers, one in English language, i.e., Times of India, Raipur Edition and one in regional language, i.e., Dainik Bhaskar, Raipur Edition within a period of four weeks from today. The petitioner shall file the proof of publication within a period of six weeks from today.
