Special Leave Petition (C) No.22714/2022:
I.A. No.13276/2023 (For Direction) and I.A. No.13105/2023 (For Impleadment):
Application for impleadment is allowed.
Cause Title be amended accordingly.
The applicant is permitted to furnish Bank Guarantee subject to the conditions contained in our Orders dated 12122022 and 10012023.
Application seeking extension of four weeks' time to furnish Bank Guarantee is allowed.

The applicants are permitted to furnish Bank Guarantees subject to the conditions contained in our Orders dated 12122022 and 10012023.

I.A. No.21901/2023 (Appln. for impleadment), I.A. No.21922/2023 – (Appln. for direction), I.A. No.309/2023 (Appln. for impleadment) & I.A. No.13239/2023FOR CANCELLATION/WITHDRAWAL OF BANK GUARANTEE) in Special Leave Petition (C) No.22690/2022:
I.A. No.21901/2023 Application seeking impleadment is rejected, leaving it open for the applicant to avail his legal remedies in accordance with law.
I.A. No.21922/2023 Application seeking extension of time to furnish Bank Guarantee is also rejected.
For the reasons mentioned in I.A. No.13239/2023, the said application is allowed and the Bank Guarantee be returned to the applicant with liberty to get it cancelled from the concerned Bank.
I.A. No.309/2023 for impleadment, which was earlier allowed, is rejected with liberty to the applicant to avail appropriate remedy in accordance with law.
The Registry is directed to accept the Bank Guarantee(s) by any nonapplicant(s) subject to the conditions contained in our Orders dated 12122022 and 10012023.
Meanwhile, learned Advocate General for the State of Meghalaya shall undertake to furnish a list of persons to whom permission to export has been granted in terms of interim orders passed by this Court. The list shall also specify whether permission pertain to export of lime stone outside the country or its use in the domestic market only.
Mr. K.M. Nataraj, learned Additional Solicitor General assures that the Union of India will clarify its stand by way of filing counter affidavit within two weeks from today.

The petitioners shall take necessary steps to complete the service in terms of the Office Report.
The parties are directed to take necessary steps to cure the defects as pointed out in the Office Report dated 01022023 and to ensure compliance thereof.
