The Application for stay in the matter above mentioned was listed before the Hon'ble Court on 18.09.2015 with an office report dated 15.09.2015 when the Court was pleased to pass the following order:

"Issue notice. The Standing Counsel for the State of U.P may also be served through dasti in addition. List the matter on 24th September,2015."

Accordingly show cause notice was issued to all the twelve Respondents on 21.9.2015 through Speed Post as well as Dasti. Copy of Show Cause notice was also given to the counsel for the Petitioner for effecting service on the Standing Counsel for the State of U.P & he has on 22.9.2015 filed affidavit of dasti service stating therein that the notice has been served upon Mr. Anuvrat Sharma, Standing Counsel for the State of U.P on 22.9.2015 but no Vakalatnama and memo of appearance has been filed on behalf of State of U.P so far.

It is submitted that Neither A.D Cards nor unserved cover containing the notice has been received back in respect of Responedent Nos. 2 to 12.

Service of notice is not complete in respect of Respondent Nos. 2 to 12 so far.

The matters is listed before the Hon'ble Court with this office Report.
