The Transfer Petitions above mentioned were listed before the Hon'ble Court on 16th January 2017, when the Court was pleased to pass the following Order:
"Issue notice to the respondents in all matters.
In the meantime, further proceedings before the High Court shall remain stayed."
Accordingly, notice was issued to all the respondents through the concerned High Courts on 13th February, 2017 and 17th February 2017, respectively.
Thereafter, the Transfer Petitions abovementioned were listed before the Ld. Registrar Court on 27th March 2017, when the following Order was passed :
"Four weeks time is given to the served respondents to file the counter affidavit. Await certificate of service of the unserved respondents from the concerned court. List again on 5.5.2017."
Service position of each matter is as under :
TRANSFER PETITIONS (CIVIL) Nos. 47 50 of 2017
There are four respondents in TP 47/2017, three respondents in TP 48/2017, fourteen respondents in TP 49/2017 and three respondents in TP 50/2017.
It is submitted that Mr. Guntur Prabhakar, Advocate has on 16th February, 2017 filed Vakalatnama and Memo of appearance on behalf of State of Andhra Pradesh i.e. R3 in TP 47/2017 & R10 in TP 49/2017 and Mr. Balraj Dewan, Advocate has on 20th March, 2017 filed Vakalatnama & Memo of appearance on behalf of respondent no. 3 in TP 50/2017 but have not filed Counter Affidavit so far.

It is further submitted that certificate of service in respect of all other respondents in T.P. Nos. 4750 of 2017 has been received from the concerned High Court but no one has filed Vakalatnama and Memo of appearance on their behalf so far.
It is lastly submitted that the status report dated 27.02.2017 has been received from the High Court of Judicature at Hyderabad stating therein that Writ Petition Nos. 41087, 41088 & 42866 of 2016 and Writ Petition (PIL) No. 171 of 2016 are pending.
Service of show cause notice is complete on all the respondents in TP Nos. 4750 of 2017.
TRANSFER PETITIONS (CIVIL) Nos. 51 59 of 2017
There are four respondents in TP 51/2017, eight respondents in TP 52/17, six respondents in TP 53/2017, three respondents in TP 54/2017, five respondents in TP 55/2017, five respondents in TP 56/2017, nine respondents in TP 57/2017, seven respondents in TP 58/2017 and five respondents in TP 59/2017.
It is submitted that Mr. C. K. Sasi, Advocate has on 23rd March, 2017 filed Vakalatnama and Memo of appearance on behalf of State of Kerala i.e. R6 in TP 52/17, R3 in TP 55/17, R3 in 56/17 & R2 in TP 59/2017 and Mr. P.A. Noor Muhamed, Advocate has on 24th March, 2017 filed Vakalatnama and Memo of appearance on behalf of common respondent nos. 6 in TP 53/17 and R3 in TP 54/17 but have not filed Counter Affidavit so far.
It is further submitted that certificate of service in respect of all other respondents has been received from the concerned High Court but no one has filed Vakalatnama and Memo of appearance on their behalf so far.
It is also submitted that the status report dated 07.03.2017 has been received from the High Court of Kerala stating therein that Writ Petition (C) Nos. 37378, 37576, 37860, 37668, 38425, 38426, 38845, 39335 & 38647 of 2016 are pending.
Service of show cause notice is complete on all the respondents in TP Nos. 5159 of 2017.
TRANSFER PETITION (CIVIL) No. 60 of 2017

It is submitted that certificate of service in respect of both the respondents has been received from the concerned High Courts but no one has filed Vakalatnama and Memo of appearance on their behalf so far.
It is further submitted that the status report has been received from the High Court of Madras stating therein that Writ Petition No. 41233 of 2016 has been dismissed on 15.12.2016.
Service of show cause notice is complete on both the respondents in T.P. 60/2017.
TRANSFER PETITIONS (CIVIL) Nos. 61 64 of 2017
There are two respondents in TP 61/2017, three respondents in TP 62/2017, three respondents in TP 63/2017 & three respondents in TP 64/2017.
It is submitted that certificate of service in respect of respondent nos. 2 in TP 61/17, R3 in TP 62/17, R2 in TP 63/17 & R3 in TP 64/17 has been received from the concerned High Court but no one has filed Vakalatnama and Memo of appearance on their behalf so far.
It is further submitted that certificate of service is awaited in respect of all other respondents in TP Nos. 6164/2017 from the concerned High Court.
It is also submitted that status report dated 7th March, 2017 has been received from the High Court of Gujarat at Ahmedabad stating therein that WP (PIL) No. 261 of 2016, SCA No. 20175 of 2016, WP (PIL) No. 245 of 2016 and SCA No. 19904 of 2016 are pending.
Service of show cause notice is not complete on all the respondents in TP Nos. 6164/17 except R2 in TP 61/17, R3 in TP 62/17, R2 in TP 63/17 & R3 in TP 64/17.
TRANSFER PETITION (CIVIL) No. 65 of 2017
There are five respondents in this matter.
It is submitted that certificate of service in respect of respondent nos. 1 to 3 has been received from the concerned High Courts but no one has filed Vakalatnama and Memo of appearance on their behalf so far.
It is further submitted that certificate of service is awaited in respect of respondent nos. 4 & 5 in TP No. 65 of 2017 from the concerned High Court.

It is also submitted that the status report dated 1st March, 2017 has been received from the High Court of Bombay at Nagpur Bench stating therein that Public Interest Litigation No. 170 of 2016 is pending.
Service of show cause notice is not complete on respondent nos. 4 & 5 in TP 65/2017.
TRANSFER PETITIONS (CIVIL) Nos. 66 67 of 2017
There are three respondents in T.P. (C) No. 66 of 2017 and two respondents in T.P. (C) No. 67 of 2017.
It is submitted that certificate of service in respect of respondent nos. 1 & 2 in T.P. 66/2017 and in respect of both the respondents in T.P. 69/2017 has been received from the concerned High Court but no one has filed Vakalatnama and Memo of appearance on their behalf so far.
It is further submitted that certificate of service has been received in respect of respondent no. 3 in T.P. 66/2017 stating therein that notice could not be served due to incomplete address as there is no mention like officer's designation with Dept., Room No., Floor No., Wing etc. Accordingly, letter was issued to the Ld. Counsel for the Petitioner to file complete address and thereafter, the Ld. Counsel filed the address of respondent no. 3 in TP 66/2017 but that is similar to the previous / old address, hence, fresh notice could not be issued and service of notice is not complete for want of complete address.
It is also submitted that the status report dated 21.02.2017 has been received from the High Court of Delhi stating therein that Writ Petition (C) Nos. 11086 and 11099 of 2016 are pending.
Service of show cause notice is complete on all the respondents in T.P. 66/17 & 67/17 except Respondent No. 3 in T.P. 66/2017.
The matters abovementioned are listed before the Ld. Registrar Court with this Office Report.
