The matter abovementioned was listed before the Hon'ble Court on 03.02.2016 when the court was pleased to pass the following order:

"Delay condoned.

Issue notice on application for stay as well as on special leave petition.

Mr. C.K. Rai, Adv. accepts notice on behalf of the respondents and seeks time to file counter affidavit in three weeks and undertakes not to press the contempt case filed by the respondents before the Central Administrative Tribunal, Patna. Tag with SLP(C)....CC No. 9986/2015. List the matter on Tuesday, 1st March, 2016."

Accordingly show cause notice returnable on 01.03.2016 was issued on 22.02.2016 to all the respondents through registered AD post. Mr. C.K Rai, Advocate has on 23.02.2016 filed vakalatnama on behalf of all the respondents and has on 25.02.2016 filed an application for directions which is registered as I.A No.3 and the same is being circulated to the Hon'ble Court.

It is further submitted that Mr. C.K Rai, Advocate has on 26.02.2016 filed counteraffidavit on behalf of all the respondents and the same is being circulated to the Hon'ble Court.

The matter abovementioned was listed before the Hon'ble Court on 04.01.2016 when the court was pleased to pass the following order:

"Delay condoned. Application seeking exemption from filing certified copy of the impugned judgment is allowed. Issue notice. Mr. C.K. Rai, Advocate on Record present on caveat in Court accepts and waives formal notice on behalf of RR No. 66. Let notice be issued to other respondents. Tag with SLP(C) No...... @ CC No. 9986 of 2015."

Accordingly show cause notice for due course was issued on 22.01.2016 to respondent nos. 165,6781 through registered AD post and to respondent no.66 through Mr. C.K Rai, Advocate.

Mr. C.K Rai, Advocate has on 26.02.2016 filed vakalatnama and memo of appearance on behalf of respondent nos.18, 1036, 3853,55 , 5767, 6974 and 7681 but he has not filed counteraffidavit, so far.

Neither AD card nor unserved registered covers containing notice have been received back from respondent nos. 9,37,54,56,68 & 75. so far and a period of 30 days from the date of issue of notice has elapsed.

The matters are listed before the Hon'ble Court with this office report.
