The Ld. Counsel for the petitioner submits that respondent No.7 has died. He seeks time for filing the application for substitution to bring on record the legal representatives. Four weeks' time is granted.

The Ld. Counsel for respondent No.1 is present but he has been declined opportunity to file counter affidavit.
