Subject to the appellant depositing the amount of fine stipulated in the impugned order within six weeks from today notice shall issue to the respondents returnable within four weeks thereafter. In case the needful is not done this appeal shall stand

dismissed without further reference to this Court. At this stage, learned counsel appearing for respondent No.9 seeks time for filing counter affidavit. He may do so within six weeks.

Ms.Liz Mathews, learned counsel appearing on behalf of respondent No.6 and 7 may also file her counter affidavit within six weeks.

While the inquiry directed by the Tribunal against the erring officers shall continue, no final orders on the subject be passed by the competent authority pending further orders from this Court. The amount directed shall however be deposited by the appellant within six weeks from today.
