Permission to file the special leave petition(s) is granted. Delay condoned. Issue notice. Some of the counsel have already entered appearance on caveat while some others are yet to be served. Keeping in view a large number of respondents arrayed in these petitions, we direct service upon the unserved respondents by publication. The State Government shall publish a notice, in Deccan Herald (English) and Prajavani (Kannada) newspapers, in regard to the pendency of these petitions for appearance of the unserved respondents on a date to be fixed by the Registry. Needful shall be done within six weeks. Counter affidavit, if any, shall be filed by the appearing respondents within four weeks from today. Rejoinder affidavit, if any, be filed by the petitioners within two weeks thereafter. Special leave petitions be set down for final hearing on a non-miscellaneous day in the month of March 2017.
