UPON hearing counsel the Court made the following O R D E R On the suggestion made by the learned Solicitor General, we suo motu order impleadment of the Union of India through the Secretary, Ministry of Environment as party to the special leave petition. Learned Solicitor General says that he would instruct the concerned Ministries to deliberate upon
the matter and file a comprehensive affidavit because

the issues raised in the writ petition filed before the High Court, out of which the special leave petitions arise, are of far reaching public importance. As requested by the learned Solicitor General, six weeks' time is allowed to the Union of India to file affidavit. The petitioners may file supplementary affidavit within next four weeks. The parties may also file additional documents within six weeks. List after 10 weeks.
