The matter above-mentioned was listed before the Hon'ble Court on 01.10.2015, when the Court was pleased to pass the following Order :-

"Heard.

Permission to file the special leave petition is granted.

Issue notice in the application for condonation of delay and in the special leave petition.

Notice shall also issue in the application for condonation of delay in filing substitution and the application for substitution."

It is submitted that pursuant to aforesaid Order, show cause notice was issued to both the common respondents on 12.10.2015 by registered A.D. Counsel appearing for Respondent No. 1 (Union of India) has not filed counter-affidavit so far. Mr. Kailash Chand, Advocate has on 23.11.2015 filed vakalatnama on behalf of Respondent No. 2 but has not filed counter-affidavit so far.

The matter alongwith application above-mentioned is listed before the Hon'ble Court with this Office Report.
