It is submitted that there are 4 respondents. Mr. Y.P. Dhingra, Advocate has filed Vakalatnama/Appearance on behalf of Respondent No. 1 but has not filed Counter Affidavit so far. Counsel for petitioner has not filed application for substitution of legal Representative of deceased respondent nos. 2 & 3 so far. No one has entered appearance on behalf of Respondent No. 4 though served with notice.

Service is not complete on Respondent Nos. 2 & 3.
