The learned counsel appearing for the petitioner submits that petitioner is not in a financial position to take out notice to respondent Nos.3(b) and 3(c) by substituted service namely through paper publication.

The order dated 02.05.2018 would indicate that such opportunity to serve respondent Nos.3(b) and 3(c) was granted and after five years, the submission is being made as noted hereinabove.
