"Issue notice by speed post, returnable on 14th September, 2015.

Mr. Nidhesh Gupta, learned senior counsel, appearing on behalf of Mr. Amit Kumar, learned Advocate-on-Record, waives notice for Respondent No.1. He seeks time to file vakalatnaam and counter affidavit.

Vakalatnama may be filed within one week from today and counter affidavit may be filed within six days from today. Rejoinder affidavit, if any, may be filed within three days thereafter.

List the matter on 14th September, 2015.

Ad-interim relief to the effect that the directions given by the High Court shall not be implemented until further orders. We hope that the High Court shall hear and if possible, dispose of the matter finally before 14th September, 2015."

It is submitted that pursuant to aforesaid order, show cause notice to respondent Nos. 1 & 2 was issued on 10.09.2015 through Mr. Amit Kumar, Advocate and he has on 11.09.2015 filed counter affidavit and the same is being circulated herewith. Show cause notice to respondent No. 3 has been issued on 11.09.2015 by speed post. As per postal tracking report service of notice "Not available".

Service is not complete on respondent No. 3.

The matter above-mentioned is listed before the Hon'ble Court with this Office Report.
