UPON hearing counsel the Court made the following O R D E R In all the above cases service remains incomplete. The contesting respondents submit that the petitioner is not taking effective steps to serve notice on the respondents and they may consider possibility of service of notice through publication considering the innumerable number of respondents. It is further pointed out that effective steps can be taken out through the District Court also. Office to verify as to whether the unserved respondents are officials or not so that notice can be served through standing counsel In the meanwhile, petitioner may consider the option of alternative effective arrangement.

It is submitted that applications for impleadment are

pending. Office to process it in accordance with Rule. In the meanwhile, all the served respondents may file counter affidavit, if any.
