We have heard Ms. Aishwarya Bhati, learned Additional Advocate General appearing for the petitioners-State of Uttar Pradesh, who has submitted that U.P. Handicrafts Development and Marketing Corporation Ltd. has been running with severe losses and, therefore, the Corporation may not be in a position to pay the revised pay-scale under the Fifth, Sixth and Seventh Pay Commission.
