None appears for the Union of India. We are directing the petitioner to effect service on the Central Agency.

As far as the State of Uttar Pradesh is concerned, learned counsel states that he has no instructions in the matter. The writ petition shall stand over for four weeks. We make it clear that if on the next occasion the State of Uttar Pradesh is not ready with the matter, we will direct the concerned Secretary to remain present in the Court.
