It is submitted that service of notice is complete as Respondent Nos.1 and 2 are represented through Mr. Vinay Garg, Advocate and Respondent Nos. 3 and 4 through Mr. Rakesh U. Upadhyay, Advocate, but they have not filed Counter Affidavit so far.

The Office Report is listed before the learned Registrar for Orders.
