Heard learned counsel appearing for the petitioner and perused the material placed on record.

$2.$ Delay condoned. 3. Applications seeking exemption from filing certified copy of the common impugned order are allowed.

4. Issue notice, returnable in four weeks.

5. Dasti service, in addition, is permitted.

6. Liberty is also granted to serve the Standing counsel for the Government of N.C.T. of Delhi and Union of India respectively.

7. In the meanwhile, there shall be stay of the impugned order passed by the High Court of Delhi at New Delhi.
