The Writ Petition above-mentioned was listed before the Hon'ble Court on 05.10.2015, when the Court was pleased to pass the following Order:

"Issue notice, returnable within four weeks. Dasti, in addition, is also permitted."

It is submitted that pursuant to afore-said order, notice was issued to all the six respondents by registered A.D. as well as dasti notice handed over to counsel for the petitioners for dasti service. Counsel for the petitioners has filed affidavit of dasti service along with proof of service after serving all the respondents. Mr. D.S. Mahra, Ms. Arunima Dwivedi and Mr. T. Mahipal, Advocates have entered appearance on behalf of respondent Nos. 1, 3 & 4 respectively and they also filed counter affidavit/short affidavit on their behalf (Copies included in the paper book). Counsel for respondent Nos. 5 and 6 has not filed counter affidavit so far. No one has entered appearance on behalf of respondent No. 2 though served with notice.

It is further submitted that the matter above-mentioned was listed before the Court of Registrar from time to time regarding appearance and counter affidavit and lastly listed on 27.01.2016, when the Court was pleased to pass the following Order:

"Nobody appears for respondent Nos.1 and 2, despite due service. Four weeks' time, as last opportunity, is granted to the Ld. Advocate, Mr. Anil Kaushik, appeearing on behalf of Ms.Arunima Dwivedi, Advocate-on-Record for respondent No.3 for obtaining 'No Objection Certificate' from the erstwhile counsel and also for filing counter affidavit. Four weeks' time, as last opportunity, is also granted to respondent Nos.4 and 6 for filing and counter affidavit and also to respondent No.5 for filing vakalatnama and counter affidavit. List again on 8.4.2016."

Service of notice is complete.

The Writ petition above mentioned is listed before the Hon'ble Court with this Office Report.
