It is mentioned by the learned counsel appearing for some of the respondents that in
the Public Interest Litigation before the High
Court, there were only 13 respondents and respondents 14 to 21 in the special leave petition have been unauthorisedly added. We are not able to ascertain the correctness of this position as the certified copy of the impugned order of the High Court does not give names of all the respondents. Therefore, the petitioner is directed to produce a certified copy of the petition or the order showing the full cause title. If respondents 14 to 21 were not parties before the High Court, the petitioner should also explain how he has impleaded them in the SLP, showing them as respondents 14 to 21 before the High Court.
The petitioner is directed to file the process fee for serving the unserved respondents. The petitioner is permitted to serve them dasti, in addition.
