UPON hearing the counsel the Court made the following
O R D E R
An order dated 29.08.2018 has been passed by the Deputy Secretary, Urban Development of the Government of NCT of Delhi in compliance of the directions of this Court of 17.08.2018 and 29.08.2018. The order is regarding the formation of a Committee to go in depth into all aspects of solid waste management in Delhi including cleaning up the dumpsites in Ghaziabad, Bhalswa and Okhla and frame a workable and implementable policy.
The terms of reference of the Committee are as follows:-
The Committee is to go in depth into all aspects of solid waste management in Delhi including cleaning up the dumpsites in Ghaziabad, Bhalswa and Okhla and frame a workable and implementable policy and may submit its report preferably in three months' time.
The Committee consists of several members including official members and representatives of Residential Welfare Associations of South Delhi Municipal Corporation, North Delhi Municipal Corporation and East Delhi Municipal Corporation. In addition, five other experts as suggested by the learned Amicus have also been included in the Committee. The Committee will be chaired by Shri Raajiv Yaduvanshi, Principal Secretary, Urban Development of the Government of NCT of Delhi. The order dated 29.08.2018 is taken on record.
We expect the Committee to take up the matter very seriously and in a dedicated manner so that it could serve as a model not only for cleanliness of all metropolitan cities like Delhi but also for other cities across the country.
The Committee will meet for five days in a week for the first two weeks for a sufficient number of hours to get a grip of the problem and to understand the magnitude of the problem.
It is stated by the learned ASG that they will have the first

meeting on Tuesday i.e. 04.09.2018.
The Government of NCT of Delhi will pay the airfare of the two out-station members of the Committee Ms. Almitra H. Patel and Mr. Leo F. Saldanha for coming to Delhi and going back over the weekend.
We also request the Government of Delhi to speak to the concerned authorities and see if it is possible to provide them with accommodation in the Karnataka Bhawan since both these experts are from Karnataka.
We expect the Committee to work in harmony with the sole objective of fulfilling the terms of reference and cleaning up Delhi.
