Considering the fact that the vires of Section 13 of the Special Courts Act, 2009 is under challenge and pending before this Court in Civil Appeal Nos. 6448-6452 of 2011, we issue notice. Dasti, in addition, is also permitted. Liberty is granted to serve notice on the standing counsel representing State of Bihar. The prayer for interim relief, with regard to the confiscation of dwelling house of the petitioner, will be considered on the next date of hearing. Reply be filed by the State by 1st November, 2012.
