The matters abovementioned were listed before the Hon'ble Court on 7th August, 2015, when the Court was pleased to pass the following Order :

"Issue notice on the special leave petitions as well as on the prayer for interim relief. Dasti, in addition, is permitted. Counter affidavit, if any, may be filed within three weeks. List the matter thereafter."

It is submitted that Respondent No. 1 in both the matters are represented by M/s. Krishnayan Sen and Subhasish Bhowmick, Advocates in SLP Nos. 1700317004 of 2015 respectively. Accordingly, due course notice was issued to Respondent Nos. 2 to 15 in SLP No. 17004 of 2015 on 18th August, 2015 through registered AD post as well as by dasti service.

It is submitted that Mr. B.V. Balramdas, Advocate has on 17th September, 2015 filed memo of appearance on behalf of Union of India, i.e Respondent No. 15 in SLP No. 17004 of 2015, but he has not filed vakalatnama on behalf of Respondent No. 15.

Neither AD cards nor the unserved registered covers containing notice have been received back from respondent nos. 2 to 14 in SLP No. 17004 of 2015, so far and a period of 30 days from the date of issue of notice has elapsed. Counsel for the Petitioner has also not filed affidavit of dasti service with proof of service in respect of dasti service on Respondent Nos. 2 to 14, so far.

Service in respect of Respondent Nos. 2 to 14 in SLP No. 17004 of 2015 is still awaited.

The matters are listed before the Ld. Registrar's Court with this Office Report. DATED THIS THE 18th DAY OF SEPTEMBER, 2015.
