UPON hearing the counsel the court made the following O R D E R

1. Delay in refiling the petition for special leave to appeal is condoned.

2. There is a delay of 252 days in filing the present petition for which no satisfactory explanation has been offered. Even on merits, we do not find any ground to interfere with the impugned order.

3. Consequently, the petition for special leave to appeal is dismissed both on the ground of delay as well as on merits along with pending application(s), if any.
