UPON hearing the counsel the Court made the following O R D E R
Learned Amicus Curiae and Ms. Aishwarya Bhati, learned Additional Solicitor General, submit that pursuant to the last order, they have held a meeting through video conferencing with Senior Officers of almost all the State Governments/Union Territories and learned Amicus Curiae has also submitted a preliminary report with his suggestions.
2. Learned ASG submits that the matter be adjourned for some more time, as the written responses sought from the State Governments/Union Territories, which was called for, have not yet been received from many of them and once received, she will coordinate with the learned Amicus Curiae and come up with a final draft proposal.
3. Learned counsel for the States/Union Territories agree to the above suggestion.
4. The matter be listed on 05.08.2025.
5. It is made clear that all the State Governments/Union Territories shall mandatorily submit their suggestions to the learned ASG within four weeks from today, failing which, the Court

will take a strict view with regard to such States/Union Territories.
6. Taking note of the submissions of the learned Amicus Curiae and learned ASG, it is expected that a concrete proposal will be placed before this Court on the next date of hearing.
7. Learned Amicus Curiae has indicated that there may be some communication gap regarding the suggestions being received from the State Governments/Union Territories, whether it should relate to the older proposal or to send a fresh proposal. It is clarified that, in accordance with the note of the learned Amicus Curiae**, the State Governments/Union Territories shall submit a fresh and up-todate final proposal positively within four weeks, as indicated above.**
