O R D E R
1. Learned Attorney General for India has produced an order dated 30.07.2024 passed by Government of India, Ministry of Home (Union Territory Section), whereby a Committee has been constituted to look into:
(i) The causes of the unfortunate incident that happened in Old Rajender Nagar, Delhi;
(ii) The persons responsible for the incident;
(iii) The measures to be taken up for preventing such like

incidents in future; and
(iv) The suitable modification in the policy regime as well as the suggestions, if any, in that direction.
2. Learned Attorney General assures that the Committee will suggest the interim measures within four weeks.
3. The States of Uttar Pradesh and Haryana are also being represented by their counsels. They too are directed to apprise this Court regarding measures taken by both the States to prevent such like incidents. The legislative or policy measures taken by both the States besides the regulatory mechanism to prevent such occurrence be also brought on record.
4. Learned senior counsel for the Delhi Development Authority will also apprise this Court, the action taken, if any, in this regard. The States of Uttar Pradesh, Haryana and NCT of Delhi will also assist the Committee constituted by the Government of India so that a uniform initiative can be taken within the NCR with a better coordination among different agencies and the Governmental Authorities.
5. We are not inclined to allow the applicant(s) to be impleaded as party here or to intervene in the matter. Hence, I.A. Nos.214747/2024 and 214849/2024 are hereby rejected. We, however, permit Mr. Rajendra Yadav, who is father of one of the victim in the incident of Old Rajender Nagar, to assist the Court as an intervenor. I.A. No.215872/2024 to that extent is, thus, allowed in part.
6. However, Members of the Bar shall be at liberty to give their valuable suggestions to the Committee constituted by the Government

of India and for that purpose they may submit such suggestions through the Office of learned Attorney General for India. It goes without saying that all such suggestions will be earnestly considered by the Committee while submitting its interim report and/or the final report in due course of time.
7. The President and General Secretary of the Coaching Federation of India will also be free to submit their suggestions to the Committee constituted by the Government of India.
8. In goes without saying that if the High Court has constituted any Task Force, let such Force continue with its measures. The present proceedings, which are initiated on a larger canvas, shall have no bearing on those initiatives taken by the High Court.
9. We also deem it appropriate to appoint Mr. Siddharth Dave, learned Senior Advocate as the Amicus Curiae in this matter. The Registry is directed to inform Mr. Dave and supply him a soft copy of the entire paper book immediately.
10. Post this matter for further consideration on 21.10.2024.
