Service is complete. Ld. Counsel for the parties have failed to file the statement of case within the statutory period.

The office report further states that service of notice is complete on the respondent Nos. 1 and 3 but no one has entered appearance on their behalf.

Ld. Counsel for the respondent No.2 has failed to file the counter affidavit within the period stipulated under the rules.

At this stage, It is submitted by the Ld. Counsel appearing on behalf of State of Punjab that Standing Counsel for the State of Punjab has been changed. Ms. Ranjeet Rohtagi, Ld. Counsel seeks and is given four weeks time to file fresh memo of appearance. After expiry of four weeks, list all the matters before the Hon'ble Court.
