The Writ Petition alongwith applications except I.A. No. 4 above mentioned were listed before Hon'ble Court on 04.01.2016 with office report dated 23.12.2015, when the Court was pleased to pass the following order:-

"Learned counsel for the petitioner to take steps for completing service upon the unserved respondents within two weeks."

W.P. (C) No. 808 of 2015

It is submitted that there are 3 respondents. Mr. V. K. Biju, Advocate for the petitioner has on 07.01.2016 filed affidavit of service after serving copy upon Standing Counsel for Union of India & State of Kerala, but no one has entered appearance, so far.

Service of notice is complete.

I.A. NO. 4 IN W.P. (C) No. 599 of 2015

It is submitted that Mr. V.K. Biju, Advocate has on 15.10.2015 filed Applications for impleadment, exemption from filing Official Translation and directions and the same have been registered as I.A. Nos. 2, 3 & 4 respectively. Mr. V. K. Biju, Advocate for the applicant had mentioned on 14.12.2015 before Hon'ble Court in W.P. (C) No. 808 of 2015, when the Court was pleased to pass the following order:-

"On mentioning, the matter is taken on Board. Let I.A. No.2 of 2015 in W.P.(C) No.599 of 2015, be listed with the present writ petition on 4th January, 2016 ."

It is next submitted that Interlocutory Application No. 2 (impleadment) has already been allowed vide Court's order dated 26.10.2015, therefore only I.A. No. 4 (Application for direction) in W.P. (C) 599 of 2015 is being listed alongwith W.P. (C) 808 of 2015 for the kind perusal of the Hon'ble Court.

It is further submitted that pursuant to court's order dated 09.10.2015 show cause notice was issued to Respondent Nos. 1 to 7 through Registered A.D. Post as well as Dasti on 16.10.2015. Respondent Nos. 8 to 10 have been impleaded as Party Respondent vide Court's order dated 26.10.2015.

It is next submitted that Respondent Nos. 3, 4 & 5 are represented through their counsels but neither A.D. cards nor unserved cover containing show cause notice has been received back in respect of Respondent Nos. 1-2 & 6-7, so far. Petitioner-in-person also has not filed affidavit of dasti service, so far.

Service of notice is incomplete in respect of Respondent Nos. 1-2 & 6-7.

It is further submitted that Notice of Hearing for 27.01.2016 was issued to Mr. Anupam Tripathi, Petitioner-in-person through Registered A.D. on 16.01.2016. Neither A.D. Card nor unserved cover containing notice of hearing has been received back, so far.

It is lastly submitted that the Writ Petition (C) No. 599 of 2015 was listed before the Hon'ble Court on 18.01.2015, when the court was pleased to pass the following order:-

"List the matter on 9t h March, 2016."

The Writ Petition along with applications above-mentioned are listed before the Hon'ble Court with this Office Report for orders.
