UPON hearing the counsel the Court made the following ORDER
At the outset, learned counsel for the petitioners seeks leave 1. to amend the memo of parties by impleading the State of Meghalaya as a party respondent.

Meghalaya was a party before the Tribunal and is a necessary and proper party in the present proceedings.
