As regards amendment in the Writ Petition, as set-out in paragraph 4 of I.A. No. 3A of 2013, we are satisfied that leave may be granted to the petitioners to make such amendments. I.A. No. 3A of 2013 is allowed. The petitioners are granted leave to amend the Writ Petition as set-out in paragraphs 4(a) to (y) of I.A. No. 3A of 2013. Consequently, alternative prayer (c) stands deleted. Amended Writ Petition shall be filed by the petitioners within two weeks from today.

Counter-affidavit may be filed by the respondents to the amended Writ Petition within four weeks thereafter.

Rejoinder-affidavit, if any, may be filed by the petitioners within two weeks of filing of counter-affidavit.

Petitioner No. 8 is permitted to be deleted from the array of parties. Amended Writ Petition shall also take care of this. I.A. No. 4 of 2013 stands disposed of.
