Service of notice is complete on the respondent No.13(i) but no one has entered appearance on his behalf.
Fresh steps for the service of notice by usual mode to the respondent No.1 shall be taken by the learned counsel for the petitioner within a period of four weeks. Dasti in addition is permitted to be served through the Ld. Standing Counsel representing the Union of India.

It is submitted that counsel for the petitioner has not taken fresh steps to effect service on Respondent No. 1.
It is further submitted that counsel for the petitioner has on 25.10.2016 filed affidavit with proof of dasti service in respect of proposed Lrs. of deceased Respondent Nos. 4, 5, 6, 8, 9, 10, 12 and 13 in response to show cause notice issued on 06.04.2016.
As per dasti service report, service position of proposed Lrs. of deceased Respondent Nos. 4, 5, 6, 8, 9, 10, 12 & 13 are as follows:

Service of show cause notice is not complete on Respondent No. 1 and proposed Lr. No. 9(i) (Dead).

It is submitted that Neither AD Card nor unserved cover containing notice has been received back from Respondent No. 5 so far.
It is further submitted that letter to postal authority in respect of Respondent No. 5 has been issued and their response is still awaited.

It is submitted that counsel for the petitioner has not complied with the order dated 08.09.2016 by taking fresh steps for service of notice to the unserved Respondent Nos. 4, 6 & 7 and not furnished the particulars of concerned Trial Court.
It is further submitted that counsel for the petitioner has not filed proof of dasti service of notice so far.
It is further submitted that Mr. Devendra Singh, Advocate has filed counter affidavit on behalf of Respondent Nos. 1 to 3.
The matters above mentioned are listed before the Ld. Registrar's Court with this office report.
