Despite last opportunity having been granted, respondent Nos.1 to 7, 9, 10, 14 to 23, 25 to 33, 34 to 41, 43, 44 and 46 and 48 to 57 have not filed counter affidavit. Further opportunity is declined.

Last and final opportunity is granted to the petitioner for filing sufficient spare copies for service of respondent Nos.42, 63 to 73 and 75 to 81 within one week's time. Notice thereafter be issued. Dasti, in addition, is allowed.

Despite last opportunity having been granted, respondent Nos.1 and 3 have not filed counter affidavit. Further opportunity is declined.

It is submitted that Mr. Devesh Kumar Tripathi, Advocate for respondent Nos. 1 and 2 has not filed Counter Affidavit on their behalf so far.

It is further submitted that Ms. Rachna Joshi Issar, counsel for the petitioner has filed spare copies for respondent No. 3 and accordingly fresh show cause notice(usual and dasti) has been issued on 24.8.2016 in respect of respondent no. 3. As per tracking report, (enclosed) item delivered to New Secretariat Chandigarh on 29.8.2016 but neither AD card nor unserved cover has been received back in respect of respondent no. 3 so far. Counsel for the petitioner has not filed proof of Dasti service so far in respect of respondent No. 3.

SLP (C) No. 27305/2015(Total 61 respondents)

It is submitted that no Counter Affidavit has been filed on behalf of respondent Nos. 117 and 1960 so far. No power of attorney has been filed on behalf of respondent Nos. 5 and 47 so far.

It is further submitted that no one has entered appearance on behalf of respondent no. 61 so far.

It is further submitted that Ms. Rachna Joshi Issar, counsel for the petitioner has filed spare copy for respondent No. 18 and accordingly fresh show cause notice(usual and dasti) has been issued on 24.8.2016 in respect of respondent No. 18. Counsel for the petitioner has not filed Proof of Dasti Service in respect of respondent No. 18 so far. As per tracking report (enclosed) item delivery attempted, Door Locked(First

intimation on 29.8.2016 and item delivered at New Delhi GPO on 9.9.2016 but neither AD card nor unserved cover has been received back in respect of respondent no. 18 so far.

SLP (C) No. 27344/2015(Total 10 respondents)

It is submitted that Mr. Devesh Kumar Tripathi, Advocate has filed Vakalatnama & memo of Appearance and Counter Affidavit on behalf of respondent Nos. 19.

It is further submitted that no one has filed Vakalatnama & memo of Appearance on behalf of respondent No. 10 so far.

Service of show cause notice is complete.

SLP (C) No. 27460/2015(Total 8 respondents)

It is submitted that no one has filed Vakalatnama and Memo of Appearance on behalf of respondent Nos. 1, 3 and 57 so far.

It is submitted that fresh show cause notice has been issued to respondent Nos. 2, 4 and 8 on 29.04.2016. Neither A.D. Cards nor unserved cover containing notice have been received back from the Respondent Nos. 2, 4 and 8 so far.

Service of show cause notice is not complete on 2, 4 and 8.

SLP (C) No. 27496 of 2015(Total 81 respondents)

It is submitted that No Counter Affidavit has been filed on behalf of respondent Nos. 17, 910, 1423, 2532, 3441, 4344, 46, 4857 so far.

It is further submitted that Mr. U.S Prasad has filed Vakalatnama & memo of Appearance on behalf of respondent Nos. 8, 11 to 13, 47, 58 to 66 & 6880. He has also filed Vakalatnama & memo of Appearance on behalf of respondent Nos. 24, 33, 42, 45, 67 which is defective as Vakalatnama is filed on behalf of Lrs. of aforesaid respondents but no application for substitution has been filed on behalf of the aforesaid respondents. A Letter has been issued to the advocate for the petitioner and respondent in this regard stating therein to take proper steps for substitution of the aforesaid respondents.

It is further submitted that counsel for the petitioner has taken fresh steps and accordingly fresh show cause notice(Usual and dasti) was issued to respondent No. 81. Counsel for the petitioner has not filed proof of Dasti Service in in respect of respondent No. 81 so far. As per tracking report (enclosed) item delivered to Sector9 Chandigarh on 29.8.2016 but neither AD card nor unserved cover has been received back in respect of respondent no. 81.

SLP (C) No. 27535/2015(Total 7 respondents)

It is submitted that no Counter Affidavit has been filed on behalf of respondent Nos. 1 and 3 so far. Mr. U.S. Prasad, Advocate has filed Vakalatnama & memo of Appearance on behalf of respondent No.2. No one has entered appearance on behalf of respondent Nos. 4 and 5 so far.

It is submitted that counsel for the petitioner has filed spare copies and accordingly fresh show cause notice(Usual and dasti) issued in respect of respondent Nos. 6 and 7. The counsel for the petitioner has not filed proof of Dasti service in respect of respondent Nos. 6 and 7 so far. As per tracking report (enclosed) in respect of respondent No.6 item delivery attempted, Door locked/first intimation on 26.8.2016 and item delivered at New Delhi GPO on 9.9.2016 and in respect of respondent No. 7 item delivered to New Secretariat Chandigarh on 26.8.2016. But neither AD card nor unserved cover has been received back in respect of respondent no. 6 & 7 so far.

SLP (C) No. 27624/2015(Total 19 respondents)

It is submitted that no Counter Affidavit has been filed on behalf of respondent nos. 3, 7, 8, 9, 10, 12, 14, 15 & 17.

It is further submitted that counsel for the petitioner has taken fresh steps and accordingly fresh show cause notice(Usual and dasti) has been issued to respondent Nos. 11 and 19. Counsel for the petitioner has not filed proof of Dasti service in in respect of respondent Nos. 11 and 19 so far. As per tracking report (enclosed) in respect of respondent No. 11 item delivered to Manauli on 29.8.2016. As Per tracking report (enclosed) in respect of respondent No. 19 item has been delivered to Sector9 Chandigarh on 29.8.2016 but neither AD card nor unserved cover has been received back in respect of respondent nos. 11 and 19 so far.

SLP (C) No. 27676/2015(Total 33 respondents)

It is submitted that Mr. Devesh Kumar Tripathi, Advocate counsel for respondent Nos. 1 to 25, 27 to 30 has not filed Counter Affidavit on behalf of the respondents so far.

It is further submitted that no one has entered appearance on behalf of respondent Nos. 31 to 33. Counsel for the petitioner has taken fresh steps and accordingly show cause notice(Usual and dasti) has been issued to respondent No. 26. Counsel for the petitioner has not filed proof of Dasti Service in respect of respondent No. 26 so far. As per tracking report, (enclosed) item delivery attempted, Door locked/ first intimation on 29.8.2016 and item delivered to New Delhi GPO on 9.9.2016 but unserved cover has not been received back in respect

of respondent no. 26 so far.
