The Writ Petition alognwith Application above mentioned was listed before the Hon'ble Court on 29.08.2014, when the Court was pleased to pass the following order:-
"Issue notice returnable in six weeks."
Thereafter, the Writ Petition alongwith Application above mentioned was listed before the Hon'ble Court on 17.10.2014, when the Court was pleased to pass the following order:-
"Learned counsel for the petitioner is permitted to serve the notice on standing counsel for the State Governments. Reply, if any in two weeks' time finally. List thereafter."
Pursuant to Order dated 29.8.2014, it is submitted that Show Cause Notice returnable for 17.10.2014 was issued to all the nine respondents through Registerd A.D. on 03.09.2014. But, neither A.D. Cards nor unserved envelopes containing the Show Cause Notice have been received back in respect of Respondent Nos. 1, 3 & 4.
It is submitted that Vakalaatnama/Appearance has been filed on behalf of the following respondents:

It is next submitted that in pursuance of Court's Order dated 17.10.2014, Dr. J.P. Dhanda, Advocate for Petitioner has on 05.11.2014 filed Proof of Service after serving copy of Show Cause Notice upon Standing Counsels of State Government (Respondent No. 5 to 9. Counter Affidavit has been filed in respect of Respondent No. 6 but Vakalatnama/Appearance has not been filed so far. Neither Vakalatnama/appearance nor Counter Affidavit has been filed on behalf of Respondent No. 7 so far.
Hence, service of Notice is incomplete in respect of Respondent Nos. 1, 3, 4.
It is submitted that Counter Affidavit has been filed on behalf of the following respondents:-
