It is submitted that counsel for the petitioner has not filed process fee and spare copies for issue fresh notice to unserved respondent Nos. 1 to 3, hence notice could not be issued.

There are 7 respondents in this matter. M/s. M.P. Jha & Fuzail Ahmad Ayyubi Advocates have filed Counter Affidavit on behalf of Respondent Nos. 4 to 6 & 7.

Neither AD card nor unserved cover containing notice has been received back from Respondent Nos. 1 to 3 (State authorities) so far.

There are 7 respondents in this matter. Mr M.P. Jha Advocate has filed Counter Affidavit on behalf of Respondent Nos. 4, 5 and 7 and Mr. Fuzail Ahmad Ayyubi, Advocate has filed Counter Affidavit on behalf of respondent NO. 6 .

Neither AD card nor unserved cover containing notice has been received back from Respondent Nos. 1 to 3 so far.

Service of notice is incomplete on behalf of respondent Nos. 1 to 3,(i.e.State authorities common in both matters) so far.

It is counsel for the petitioner has not filed Rejoinder Affidavit, so far.
