Mr. Nikhil Nayyar, learned counsel appearing on behalf of the petitioner submits that Civil Appeal No.2541 of 2006, in which similar issue was involved, has been referred to larger Bench by an order dated 19.1.2011 passed by a Division Bench of this Court. We are of the considered view that this matter also needs to be referred to the larger Bench.
