We do believe this is a complete wastage of judicial time and is meant only to complete formalities to absolve the persons responsible for their negligence.
In numerous matters we have commented adversely on this and imposed costs for wastage of judicial time. [The State of Madhya Pradesh & Ors. v. Bherulal [SLP (C) Dy.No.9217/2020], Deputy Conservator of Forests Vs. Timblo Irmaos Ltd. [SLP (C) Dy. No.19059/2020], State of Odisha & Ors. v. Sunanda Mahakuda [SLP (C) Dy. No.22605/2020] & The State of Uttar Pradesh & Ors. Vs. Shri Ram Jokhan Dhuria & Anr. [SLP (C) D. No.46625/2019].
We thus consider it appropriate to dismiss the special leave petitions barred by time with costs of Rs.10,000/- to be deposited with the Supreme Court Group 'C' (Non-Clerical) Employees Welfare Association within four weeks from today.
The costs can be recovered from the officer responsible for the delay and even in case of the impugned order, if it is felt that the adverse order has caused some consequences, the financial impact of that can also be recovered from the officers responsible for delay in approaching the High Court or this Court.
Pending applications stand disposed of.
