Exemption from filing certified copy of the impugned judgment is granted.

We do not find any legal and valid ground for interference. The Special Leave Petition is dismissed. We request the High Court to hear the matter on merits and having regard to the age of the litigation to complete the hearing and decide the same as expeditiously as possible, preferably within a period of one year from today.
