UPON hearing counsel the Court made the following O R D E R
We have heard Mr. Jaideep Gupta, learned senior counsel for the State of Assam, Ms. Meenakshi Arora, learned counsel for the Election Commission of India and Mr. S. Nanda Kumar, learned counsel for the Central Government.

Having heard the learned counsel, we find that although the State of Assam has taken some steps in the matter for preparing the concerned National Register for Citizens (for short, 'N.R.C.'), there appears to be some gap in the system in the sense that although some forms, as thought about, are to be distributed and received after they are filed, the mechanism thereafter till the stage of the Foreigners Tribunal under the Foreigners Act, 1946, is not clearly formulated. Mr. Gupta, therefore, needs time to take instructions.

We, therefore, adjourn the matter for one week as requested by him. The learned counsel for the Central Government will also take instructions by next week atleast for the limited purpose that after the procedure, as suggested and forwarded by Assam Government to the Central Government, how much time will the Central Government take to finalise the proposal with respect to entries of the N.R.C. 4. Place the writ petition on 10th April, 2013, as part heard.
