UPON hearing the counsel the Court made the following O R D E R Respondent Nos. 15,16,17,20, 21 and 23 to 25, 27 and 37 have already filed the counter affidavit. Respondent Nos. 1 to 3, 5, 9, 11,18,22,28, 29, 30, 35 and 36 have failed to file the counter affidavit within the period stipulated under the rules. S ervice of notice is complete on the respondent Nos. 4,6,7,8,10,12 to 14, 19, 26, 31 to 34 and 38 but no one has entered appearance on their behalf.
