UPON hearing counsel the Court made the following O R D E R
We have heard Mr. Arvind Kumar Sharma, learned counsel for the petitioner, Mr. Mohan Jain, learned Additional Solicitor General for the Union of India, Mr. Jaideep Gupta, learned senior counsel for the State of Assam and Mr. S.K. Mendiratta, learned counsel for the Election Commission of India.

Mr. Jaideep Gupta, learned senior counsel informs that the State of Assam has prepared a Scheme, which is in tune with the Citizenship Act, 1955, and Citizen (Registration of Citizens and Issue of National Identity Cards) Rules, 2003, and the proposal has already been forwarded to the Central Government. Let all these particulars be placed on an affidavit. The Central Government should also file an affidavit placing on record whatever steps they proposes to take. Let the needful be done within three weeks. Learned counsel for the Election Commission of India informs that Electoral Rolls for Assembly Constituencies of the State of Assam of the year 1966 are available, which would be one of the basic documents for the basis of further steps to be decided to be taken. 3. Learned counsel for the petitioner is granted one week's time to file rejoinder thereafter.
